This discussion will give a brief survey of datacasting, encryption and other revenue to offset the costs of transmitters and towers. Over The Air broadcasting doesn’t pay retransmission fees. Some of the reasons for maintaining big-tower big-power transmission has to do with services that have seemingly little to do with broadcasting, like Broadcast Positioning System and Emergency Mass Communications.
